The emergency shelter team provides survival-support services to homeless and runaway youth 24 hours/day, 7 days/week, year-round.  Staff engage, and establish mutually respectful, trusting relationships with the youth we serve.  Clients are approached from a strength and asset-based perspective and staff form partnerships with them to help facilitate the identification of issues and concerns and then develop strategies to meet those needs. The ultimate goal is to provide emergency care and support to RHY in a safe, respectful environment and to work with them to resolve the issues which led to their homelessness so that they can ultimately secure and maintain a stable living environment.

The Lead Emergency Shelter Counselor assists the Manager in oversight of daily operations and programming at The Center House. Duties include: supervision of staff, volunteers, and interns; administrative assignments; and direct client care as well as mentoring/coaching Emergency Shelter Counselors in their roles and responsibilities. This position will also assist Monroe County DSS in referring youth for Respite Care at the Shelter.  See below for additional Respite responsibilities.

Hours – Sun 2:30-10:00 pm; Mon 3:00-10:00pm; Tues 2:00-10:00pm ; Wed 11:00am-9:30pm; Thurs 3:00-10:00pm.

Administrative responsibilities include:

  • Staff orientation and training
  • Individual supervision
  • Group supervision co-facilitation
  • Relief-Counselor team oversight (i.e., screening, hiring, orientation, professional development, supervision)
  • Coordination with Triage Counselors
  • Teaming Emergency Shelter Support Counselors (unit)
  • Quality Assurance- both program and client
  • Consultation- both program and client
  • Respite Coordination
  • Assessing referrals from Monroe County DSS
  • Communicating and planning with respite youths’ County case workers
  • Maintaining respite placement data in Penelope and other agency files
  • Basic and Independent Life Skills Program:
  • curriculum development
  • implementation oversight
  • documentation
  • impact measurement
  • quality assurance
  • staff training

Direct Service responsibilities include:

  • Assurance of a respectful, cooperative environment
  • Maintenance client confidentiality consistent with agency policies
  • Supervision of daily program
  • Crisis prevention/intervention and conflict resolution
  • After hours intake, assessment, information and referral
  • Development and supervision of recreational activities
  • Transportation of clients, as needed
  • Other duties as assigned


Candidates must be:

  • Youth friendly and positive
  • Calm and objective in crisis situations
  • Sensitive to the cultural issues and needs of staff and clients from diverse backgrounds
  • Able to establish and maintain positive working relationships with key stakeholders (i.e., youth, peers, supervisees, referral sources, law enforcement)
  • Able to work evenings, weekends and holidays, as needed and assigned

Candidates must possess significant knowledge of and skills related to:

  • positive youth development

In addition to the above, it is mandatory that prior to hire a candidate have or be willing to obtain:

  • A valid NYS driver’s license
  • A driving record acceptable to agency insurance carrier
  • Regular access to a motor vehicle
  • Automobile insurance at the level of $300,000 per accident/$100,000 per person Bodily Injury and $50,000 Property Damage
  • A telephone

*It is also mandatory that new employees be cleared by the NYS Central Register prior to interaction with clients.


The Center delivers programs and services to youth and families across Monroe County who represent many racial, cultural and geographic groups.  The Center ensures understanding and values differences in people of diverse cultures, ethnic origins, sexual orientations, disabilities and beliefs.  All staff are required to attend cultural competency workshops and trainings and to continually enhance their own understanding of cultural diversity. The Center Performance Appraisal, administered annually, provides an opportunity for staff to evaluate how they are integrating culturally competent practices into everyday work.


The Center House is a three‑story residence and candidates must be autonomously mobile and able to work anywhere within the facility. Candidates must be able to participate in the maintenance of the facility and grounds and to operate program motor vehicles (vans).


Bachelors Degree in Human Services related field and minimum of 2 years experience working with adolescents, or an equivalent combination of education and experience.


Microsoft Office — Intermediate


Pay: $16.00-$19.00 per hour
